The fourth function of the Washington, D.C. District is unit service, and is carried out by the Commissioners of the district. Commissioners have a special impact on a district’s success because of their direct line relationship to units. They are the only commissioned volunteers at the district level. Unit health and unit service are one the most important priorities of the district. The commissioner staff is half of the operation of the district.
