The Town of Forest Heights Parade and festival will be held on Saturday, August 3, 2019. The parade is scheduled to begin at 10:00 AM at Bell Acre’s Park at 197 North Huron Drive, Forest Heights, MD 20745. The parade will end at Tayac Park at 11:00 AM. Dear Board Members;

You may hear a story today about press conferences in select cities attempting to draw attention to BSA’s ineligible volunteer files and ongoing abuse litigation. If you are asked about this issue please share the following statement from National:

We care deeply about all victims of child sex abuse and sincerely apologize to anyone who was harmed during their time in Scouting. We believe victims, we support them, and we have paid for unlimited counseling by a provider of their choice. Nothing is more important than the safety and protection of children in Scouting and we are outraged that there have been times when individuals took advantage of our programs to abuse innocent children. Throughout our history, we have enacted strong youth protection policies to prevent future abuse, including mandatory youth protection trainings and a formal leader-selection process that includes criminal background checks. We have also maintained a Volunteer Screening Database to prevent individuals accused of abuse or inappropriate conduct from joining or re-entering our programs, a practice recommended by the Centers for Disease Control. At no time have we ever knowingly allowed a sexual predator to work with youth, and we mandate that all leaders, volunteers and staff members nationwide immediately report any abuse allegation to law enforcement.

It may also be helpful to know that we have a toll-free helpline (1-844-726-8871) and email contact address ( for these sensitive matters.  As mentioned earlier, BSA offers unlimited counseling with a provider of their choice to any Scout, former Scout, or the family member of any Scout who suffered abuse during their time in Scouting.

BSA has adopted some of the strongest barriers to abuse found in any youth-serving organization and our Council takes the responsibility to uphold those barriers seriously. Today, BSA is considered by many of the top experts in youth protection policies to be leaders in this effort.   The safety and protection of children in our Scouting programs is our top priority. We have screening procedures for registered leaders and act swiftly to report abuse allegations to law enforcement.

BSA also consistently advocates to Congress for enhanced youth protection policies, initiatives and efforts.  Specifically, BSA has recommended to Congress the following programs and ideas that independent experts agree will keep children safe, including:

BSA also consults experts from law enforcement, child safety, psychology, and other relevant fields to ensure our policies are in line with, and in many cases, ahead of society’s knowledge of abuse and best practices for prevention. Additionally, the BSA hosts youth protection symposiums that bring together some of the brightest minds in the field to discuss best practices and prevention techniques to ensure our kids are kept safe.

In closing, if you have not updated your Youth Protection Training recently, I encourage you to do so at The training is free and open to all – including non-members – so please share it with all your Scouting friends and anyone else you know who works with children.

Join us at the Patuxent District Cub Scout Day Camp June 24th – 28th conducted by local volunteers. Day camp are for registered Cub Scouts entering the 1st-5th grades the following school year. Those entering the 1st grade must be accompanied by an ‘adult partner’.

Currently we have 22 people signed up to attend our first Web & Social Media Workshop on Saturday ( While some people have requested to join via the weblink, I strongly encourage in-person attendance when possible (yes, I see the irony) as there will be lots of fellowship and breakout sessions that those participating online will miss.

National has confirmed they will be repeating the JSN geofencing this fall – and we will be doing the same program locally this spring. Results from last year showed geofencing made a 16% difference in Cub Scout recruitment efforts, so getting as many leaders as possible to this workshop will help supercharge your recruitment efforts. Please encourage your leaders to attend in person or online. We would like to have at least one person from each District to ensure the promotion is delivered consistently throughout the council.

Danielle Ballantine was recognized this afternoon during the 2018 NCAC Commissioner College as the 2019 NCAC Recipient of the Robert L. Dice Silver Deans Award.  This silver award recognizes a Scouter who has served as commissioner for more than 3 years and has spent a substantial portion of time educating and training commissioners.

This year’s silver award recipient, Danielle Ballantine, entered commissioner service nearly 10 years ago as a unit commissioner.  She became a Cub Scout Roundtable Commissioner 7 years ago.  Last year she stepped up to be the ADC for Roundtable for Patuxent District.

Julea Mae-Shen Farr, Dean NCAC Commissioner College, with the help of NCAC Council Commissioner, “Rick” Rogers, presented the Silver Award to Patuxent District’s own, a dedicated trainer, past recipient of the Andrew Grafton Exceptional Trainer Award, and a Scouter known for running Trainer’s EDGE for youth and adults, Danielle Ballantine.

Saturday, MARCH 9, 2019

Colonial District’s CAT-40 hike is a high adventure activity on the Potomac River’s scenic Mount Vernon Trail.  The 40km hike is equivalent to walking a marathon; successful completion will require adult leaders to ensure that Scouts are prepared for this distance through shakedown hikes.  The 20km hike (HALF-CAT) provides an opportunity for younger Scouts to develop and test their endurance in a safe-to-fail environment.  The hike is “supported”, meaning there are Support Stops along the way that provide food, drink, first aid, encouragement, and bail-out options.  The hike can also be used as a team-building and training event for Lenhoksin, Philmont, or other backpacking adventures.
