The District Executive (DE)

The Council Professional assigned to the District.The District Executive is your special Scouting friend and counselor, the full-time Scouting professional in the District. He or she is employed by the Council and reports to the Council Scout Executive. The District Executive is the only Scouter in the District other than Commissioners who wears the wreath of service in their badge of office. You can expect your District Executive to:

  • Provide professional coaching
  • Propose unit service plans for your consideration
  • Give inspiration and encouragement
  • Maintain regular contact with the heads of your chartered organizations
  • Provide vital behind-the-scenes administrative skills
  • Work with and support volunteers

District Committee leadership includes the District Chairman, one or more Vice Chairmen, and Chairmen for the Marketing, Membership, Finance, and Program Committees. The Program function includes tasks to be performed related to Training, Advancement/Recognition, Camp Promotion/Outdoor, and Activities/Civic Service. The District Chairman also appoints special and ad hoc committees. The District Commissioner provides communication with the Commissioner Staff and the condition of all Scout Units.

District Chairman

Overview:

The district Chairman should be a person who is recognized in the community as outstanding because of his character and achievements as a leader with executive ability. He/She has a positive personality and organizational experience that inspires others to support Scouting. Because of his/her business and social relationship, he/she is able to help the district secure adequate financial support from within the district service area.

Role:

  • With the district executive, plans and presides over monthly district committee meeting.
  • Serves as part of the “Key 3” and works with the district commissioner and district executive to ensure the success of Scouting units within the district.
  • Helps identify and recruit various operating committee chairmen.
  • Initiates plans and helps operating chairmen recruit an adequate number of volunteers to carry out the functions of the district (membership, finance, and program).
  • Help set district goals and strive to attain the Journey to Excellence Award.

Time Commitments:

  • Monthly District Committee meetings on the fourth Tuesday of the month, 7:30-9pm
  • Bi-monthly “Key 3” meetings (when convenient for all three)
  • Quarterly Council “Key 3” meetings
  • Occasional attendance at Roundtables, Eagle Courts of Honor, or other district events.

District Vice Chair

  • Responsible to the District Chair
  • Recruit the Activities, Advancement & Recognition, Camp Promotion, Civic Service, Outdoor, and Training Committee Chairs
  • Ensure District operating committee chairs and committee members are trained to carry out the functions of the District
  • Help District operating committee chairs recruit members of their committees
  • Plan (with the DE) the District’s annual program planning conference and program review meeting
  • Coordinate with operating committee chairs the District’s annual program calendar
  • In cooperation with the DE, set goals for the District program committees, track their progress, and ensure the completion of those goals
  • Recognize individuals and committees for their Scouting accomplishments
  • Support local and national Scouting policies, procedures, and practices

Vice Chair – Marketing

Overview:

Use every available opportunity to expose Scouting to the community

Position reports to the District Chairman and serves on the Council Marketing Committee.

Specific Responsibilities:

  • Work with membership, Activities and Alumni committees to aide in providing marketing opportunities in the community.
  • Encourage units to provide newsworthy stories such as Eagle projects and outings to the local media.
  • Oversee Publicity/ Newsletter Committee for production and quality of the District Newsflash, and the electronic newsletter.
  • Oversee District Webmaster and assist with the maintenance of the District page of the NCAC website.
  • Establish relationships with local media to market various national and council initiatives in the district, such as Join Scouting Night, Special awards and achievements and Scouting for Food.
  • Assist unit leaders in promoting unit activities.
  • Encourage leaders to provide accounts of recent outings for use in The Scouter Digest and Council Facebook page.
  • Raise awareness of Scouting service in local community through local media contacts.
  • Recruit a volunteer to explore and help establish District social media page.
  • Support District Community Campaign with leadership gift

Publicity Chair

Overview

Reports to the District Marketing Chair

Publicize Scouting stories to the community through media outlets, newspapers, and newsletters.

Specific Responsibilities

  • Post Monthly District Newsletter “The Blue Blaze
  • Attend monthly Roundtables, District Committee meetings and Commissioner meetings to maintain up to date information for publication.
  • Maintain list of emails on the list server via POMMO software and use the list to send out mass mailings to the District.
  • Collect Scouting stories from units to publicize in newspapers and newsletter.
  • Submit exceptional stories to the Council for use in Scouters Digest and E-Source.
  • Work with Appalachian Trail District to update history of Scouting in FrederickCounty.

Overview:

Position reports to the District Chairman and serves on the Council Membership Committee.

Ensure that every available youth in the District has the opportunity to join a quality Scouting program.

Specific Responsibilities:

Relationships Chair

Overview:

Position reports the Vice Chair for Membership and serves on the Council Relationships Committee.

Specific Responsibilities:

  • Strengthen existing relationships with Chartering Organizations.
  • Identify and cultivate new potential Chartering Organizations.
  • Promote religious awards and other recognition related to specific chartered organizations (American Legion Scholarship, etc)
  • Form and lead committee of representatives of major religious denominations and cultural groups that make up the community. (Protestant, Catholic, Jewish, Spanish speaking, Asian, etc.)
  • Help committees and professional staff understand the needs, objectives and operation of various chartered organizations.
  • Work with the Scouting Unlimited Committee to enhance awareness of Scouts with disabilities

Webelos Transition Chair

Overview:

Specific Responsibilities:

  • Encourage year-round Pack to Troop relationship.
  • Prepare inventory of all second year Webelos in September.
  • Track movement of all Webelos to Troops.
  • Encourage Webelos leaders to graduate Webelos in early Spring.
  • Keep records on Pack graduation dates.
  • Follow up with Troops in the spring to ensure new Scouts are registered.

Overview:

Position reports to the Vice Chair for Membership.

Specific Responsibilities:

  • Implement Council Join Scouting night Plan in the district.
  • Conduct district Join Scouting Night training session for all Cub Leaders.

Overview

To Recruit, Rekindle, and Reengage former Scouts, Scouters, volunteers and community leaders whose lives have been positively impacted by the Boy Scouts and its programs.

Specific Responsibilities

  • Develop and lead District Scouting Alumni Association complete with database and website link.
  • Work with marketing chair to gain exposure in the community to help identify Scouting Alumni.
  • Promote Alumni Association at roundtables, camporees, service clubs, veterans clubs, churches, etc.

New Unit Organizer

Overview

Reports to District Vice Chair-Membership

Work as a liaison with new unit organizing committee and District to identify potential Charter partners. Assist with selling the Scouting and Explorer programs.

Specific Responsibilities

  • Form a new unit organizing committee
  • Recruit specialized help with the different Scouting programs (Cubs, Boy Scouts, Venturing) and Exploring
  • Encourage potential new units to follow the 12 step program and earn the William D. Boyce New unit organizer recognition.

Overview:

Reports to the Vice Chair for Program and serves on the Council Advancement Committee.

Specific Responsibilities:

  • Ensure advancement and recognition remains in accordance with BSA requirements and procedures.
  • Stimulate Advancement and recognition of Cub Scouts, Boy Scouts, Varsity Teams, Venture Crews
  • Give special assistance to units with poor advancement progress
  • Recruit and orient enough of the right kind of volunteers for District Advancement Committee.
  • Establish District Advancement goals, develop a plan to achieve goals and track goal attainment.
  • Work with Eagle Board Chair to review and approve Eagle Service project plans and operate monthly district Eagle Boards of Review.
  • Give special assistance to units with poor advancement progress.
  • Recruit and train district merit badge counselors and maintain a district merit badge counselor list.
  • Provide Council with recommendations of youth and adults who qualify for special recognitions(life saving awards or heroism awards, etc.)
  • Recommend unit and district Scouters for special district and council recognition (District award of Merit, Silver Beaver).

  • Plan and staff district Merit Badge Day.

Overview

Overview:

Reports to the Vice Chair for Program and serves on the Council Outdoor Adventure Committee.

Specific Responsibilities:

  • Promote youth’s interest in camping and outdoor programs:

Overview

Training Chair

Overview:

Position reports to the Vice Chair for Program and serves on the Council Training Committee. Responsible for ensuring district/ unit leaders complete all required training and are encouraged to complete all available training.

Specific Responsibilities:

  • Conduct training inventory of all registered unit and district level volunteers.
  • Establish district training objectives for each program (Packs, Troops, Teams, and Crews).
  • Offer training opportunities for all unit leaders.
  • Support specialized Council training such as:

  • University of Scouting

  • Evaluate and report on district training courses.

Trainers)

Overview

Position reports directly to the Vice Chair for Program and serves on the Council Training Committee.  Ensure that the training needs of the district are achieved. Track, lead, inform district and units of training needs and opportunities.

Specific Responsibilities:

  • Works with the District Training Chair to schedule training sessions and follow event timelines for due dates and milestones
  • Organizes staff to train leaders
  • Working with District Training Chair, prepares and submits to all fliers and other appropriate publicity materials
  • With staff, prepares training materials
  • With District Training Chair, arranges to have proper recognitions and awards
  • With District Training Chair, arranges to have registration forms

LDS Training Liason

Position overview

To ensure the training of all leaders in the LDS units within the district.

Specific Responsibilities

  • Work with District Training Chair to plan dates, times and locations for training that will be convenient for LDS leaders.

Wood Badge Training Coordinator

Overview

To Promote Woodbadge training to District Scouters and report to District Training Chair.

  • Assist local participants with district service opportunities

Health & Safety Chair

Overview:

Position reports to the Vice Chair for Program and serves on the Council Health and Safety Committee.

Specific Responsibilities:

  • Monitors safety at district events and ensures activities are appropriate and conducted according to BSA policies.
  • Promote First Aid/CPR training opportunities for leaders and youth.
  • Coordinates with Training committee to offer Youth Protection Training, Safety Afloat, and Safe Swim Defense at least twice per year.
  • Provide supplemental training (food safety, prohibited activities, two-deep leadership, etc.) as needed for Roundtable, training sessions, and district events.
  • Promote annual use of (A Time to Tell and It Happened to Me; and Venturing Youth Protection) within all Scouting units.

Overview:

Specific Responsibilities:

  • Promote youth and adult Venturing recognition awards.
  • Promote the use of Len’hoksin, National High Adventure Bases, and International Opportunities to Venturing Crews.
  • Coordinates with Training committee to offer Venturing Leader Basic Training at least twice per year.

  • Assist LDS Crews in utilizing the Venturing program

Overview

THE COMMISSIONER CONCEPT: As liason between the local Council and Scouting Units, the Commissioner’s mission is to keep assigned Units operating at maximum efficiency. The Commissioner maintains regular contact with the leaders of the Units, counsels them on where to find assistance, notes any weaknesses in programs, and suggests remedies. The Commissioner is successful when the Units effectively deliver the ideals of Scouting to their members.

  • Recruit Commissioners so that all Scouting Units in the District receive regular, helpful service including:

  • Helps each Unit earn the Quality Unit Award

  • Visit meetings of assigned Units; usually once a month

    • Meet with the DE and District Commissioner to review the Council’s master Roundtable plan and to adapt to the District plans
    • Lead a monthly Roundtable planning session
    • Use National aids: Boy Scout or Cub Scout Roundtable Planning Guide, Roundtable Planning Sheets, Scouting Magazine, Program Helps, Boys’ Life, etc
    • Determine what contributions can be made by resource people, and arrange for their participation
  • Recruit Roundtable Staff, as needed, to handle elements, projects, physical arrangements, hosting, and participation
  • Coach the Chartered Organization Representatives
  • Involve Unit adult in training and Roundtables
  • Train Roundtable Staff:
