National BSA Announces Registration Fee Increase to $24 Effective
BSA's National Council has announced that in order to offset rising costs it has become necessary to
increase membership fees. Starting January 1, 2014, the membership fee will increase from
$15 to $24 per year for all registered Scouts and adults. For those who join after the beginning of the year, the fee will be
prorated at $2 per month. This also applies to units with a December 31, 2013,
All units are encouraged to update their annual budget accordingly.
National Capital Area Council passes 100% of the registration fees on to the National Council. BSA last increased fees in 2010. Since that time, BSA has taken additional steps to control and reduce costs, but administrative costs
have continued to rise faster than projected.
I too need to express my displeasure with this late announcement that annual dues are going up. This is not gong to be an easy thing to absorb into our Pack's budget. Did National loose a big donor or something that the cost almost doubled?

13. Why did the BSA wait until after the units had planned their budgets and informed their scout parents of their membership fees to notify their units of this enormous increase?
14. What is the purpose of Journey to Excellence Item 10?
I guess all of our JTE application will be minus a budget credit since we have to do it all over. How can a scout be prepared with such a HUGE increase all at once. We had an increase a very few years ago, and this is twice that old amount. Phasing it in would be a prudent way to go. Now we will have even more problems getting new scouts, especially after the parents are already uneasy with the new youth policy!
This is a huge increase for us and will hurt us as a pack. Why does this have to happen in one year with no prior notice? It would be much better if this could be done incrementally over a three or four year period.
In Accordance with Journey to Excellence Item 10; the unit budget must be written, developed with Scout input and approval, and completed before the next program year. All fees for our Troop were set back in June 2013. Why do we follow the requirements set by the Journey to Excellence if National makes an arbitrary decision and ignores the timelines the Units are forced to follow. This will cost one of my units an additional $900 which we have not planned for. This information should have been provided to units prior to the Annual Planning Conferences.

Barry, yes in the situation you describe the increased fee would apply to everyone in your unit.
Roger, we are working on the updated recharter materials right now and will post them as soon as they are ready!
Can you please clarify "those who join after the beginning of the year" Does this mean everyone that we specify when we recharter in March? This would mean pretty much everyone in our pack including new and existing members.
We will be getting new members (mostly Tigers) in September, and we have existing members from previous years who will be re-enrolling. So are all of these people still at the $15 fees? And does the $24 fee apply to people who enroll after Jan 1?
It's a bit confusing.

Roger, the transfer fee and Boys' Life prices will remain the same. We also received a question about whether this increase applies to Exploring; as far as we know it DOES apply to Exploring as well.
Concur with the comments below. We've already held our first recruiting event and advertised/collected the dues based on the rates available when we set our budget. Two options now: ask the parents for more money (definitely not an ideal "welcome" for the families new to scouting) or make the pack eat the difference. Very poor planning on this one BSA.
I have to agree with Dan -- our budget is set, our dues are set, we will be collecting the first half of our dues at our September Pack Meeting, and all of the materials are prepared for our JSN in September. With over 75 scouts, we now have to make up a difference of more than $675 in our Pack's budget?
Thanks BSA for introducing this factor AFTER the recommended time for completing a budget! What unit can kick off a September program without a budget formulated over the summer? Now our budget is out of whack and we may need to plan to sell more popcorn (after we've already placed our order). What brilliant timing and advance notification.... NOT. The transfer fee and Boy's Life subscription questions are very valid as well. I'm sure those answers will come in December the day before recharter.
