This page is the home for Commissioner Service for New Units activities in NCAC. It is overseen by Dom Bee, ACC for New Units.



History has shown that Scouting units that are created on a weak foundation usually do not last long and drop within three years of being created. This causes great damage to the Scouting brand, causes hurt feelings and most importantly negatively impact the youth that Scouting serves.



For that reason, it is critical that everyone involved in the new unit process keep in mind that the primary goal in new unit creation is to build it, support it and sustain so that it becomes high performing as soon as possible.


Publications of Value in New Unit Service


Revised new unit app for NCAC. It has the new costs for registration and charter fees.  
While the date of form is still May 2012, it has newer information.


Slide deck for New Unit Commissioner Training.  This training should be taken after completion of Commissioner Basic Training.


The use of UVTS is particularly important in New Unit service. To support this, please review the material from the College of Commissioner Science course MCS 323 - Mining UVTS for Gold (pdf) (pptx).


New Unit Performance Guide-This is the manual to use for starting and sustaining high performing quality units.

Commissioner Fieldbook for Unit Service - This is the manual for unit commissioners and for those who coach and guide unit commissioners
Commissioner Helps for Packs, Troops, and Crews - This book helps the new commissioner deal with problems related to the units he or she has been assigned.


Strengthening Organizations Through Scouting - This manual explains to organizations how valuable Scouting is
Administration of Commissioner Service - This manual explain the administrative Commissioner's role and how it relates to unit commissioning.
