usually do not last long and drop within three years of being created.
This causes great damage to the Scouting brand, causes hurt feelings and
most importantly negatively impact the youth that Scouting serves.
that reason, it is critical that everyone involved in the new unit
process keep in mind that the primary goal in new unit creation is to
build it, support it and sustain so that it becomes high performing as
soon as possible.
